Why are the Bulls so bad????

I was wondering around NBA.com and found this shooting chart breakdown for every single team and player in the league. It's pretty interesting to the shooting characteristics of each player. Who shoots the most layups? Who has a favorite spot for draining 3's? I think the most interesting thing was see that the Chicago Bulls are the only team in the NBA shooting under 47% for layups/dunks. That's rediculous. Even teams like the Bucks, Sixers, Wolves, Griz, or Bobcats are all above 52% for layups. The Knicks are the second lowest at 51%. I knew things were bad, but I had no idea things were that bad.

Part of me wants to say that this is due to the Bulls being a smaller outside shooting team without any inside power offensive game to warrant a high percentage. But this team has been like that since 2004 and they have shot no worse than 52% for layups since then. Go figure
